Mr. Chairman,
Thank Director-General for his report. Thank the representative of OECD for his presentation.
We are now facing the most difficult time of economic development in the history. As DG rightly pointed out, in every economic crisis, it is the poor and the weak who suffer the most. Developing countries, especially the LDCs, with limited resources and capacity, will confront with more challenges and deserve more attention, particularly in the field of aid, aid in general terms and aid for trade. Therefore, we fully support the recommendation made by DG at TNC last December that on top of Doha negotiations, Aid for Trade should be one of our focuses in 2009. We should maintain momentum on Aid for Trade and continue to provide adequate assistance during the economic downturn. This is also one of the areas that WTO could contribute in responding to the current crisis. We encourage the developed Member donors to take the lead in this process and help developing ones rebuild their confidence and improve their capacity through continued efforts in additional funds for aid for trade. After all, this is also in their fundamental interests since we are all on the same boat.
China, as a major developing Member, attaches great importance to Aid for Trade and has been making its efforts, bilaterally and multilaterally, to provide assistance to other developing Members. Just a few days ago, our president H.E. Mr. Hu Jintao paid a state visit to four African countries to reiterate our commitments to enhance bilateral cooperation and to implement measures agreed at the Beijing Forum on China-Africa Cooperation. Furthermore, there will be a series of follow-up activities both in Africa and in China this year. China will also focus on regional cooperations. As a major participant to the “Asian Great Mekong Project”, China will continue to work actively with our partners and help make the project more effective and more fruitful.
In conclusion, Mr. Chairman, China supports the 2009 roadmap, and we look forward to the global review in July and are committed to actively participating in this important process.
