MOFCOM Spokesman talks on US rule over coated paper

On October 18, US Department of Commerce announced the final rule over the first anti-dumping, anti-subsidy case against Chinese coated paper, confirming different degrees of subsidizing practices in the Chinese enterprises concerned. China firmly objected to such a move.

China reiterated that US decided not to apply countervailing duties to “non-market economies” since 1984 and still kept to the ruling. The decision on Chinese coated paper had obviously violated US law and the common practice of US Department of Commerce. The frequent anti-dumping and anti-subsidy investigations on Chinese imports recently had caused significant tension in China-US trade relations. In the countervailing case, a series of wrong decisions on the part of US in defining subsidized items, calculating subsidizing degrees, and the resultant problem of double remedy, had harmed the interest and feeling of Chinese enterprises. Chinese government and industry would not accept such a move.

China would closely examine the final rulings, and resort to WTO settlement mechanism and other legal means to defend its own lawful interest.
